What does the white card course cover?
The white card course (CPCWHS1001) covers four core areas: WHS legislation and your legal rights, construction hazard identification and risk control, health and safety communication, and incident and emergency response. It takes one day to complete and combines a classroom component with a practical PPE demonstration and a written assessment.
The course is nationally standardised. Every registered RTO in Australia must deliver the same learning outcomes, which means the content is consistent no matter where you do your training.
Module 1: Work Health and Safety legislation
The first module introduces the legal framework behind construction safety in Australia.
You learn about the Work Health and Safety Act and how it applies to everyone on a construction site — not just employers. You also learn about your personal duty of care, your right to stop unsafe work, and the role of Safe Work Australia alongside state and territory regulators like SafeWork NSW, WorkSafe Victoria, and WorkCover Queensland.
Key concepts covered include:
- The difference between a Person Conducting a Business or Undertaking (PCBU) and a worker
- The meaning of “reasonably practicable” in WHS law
- What happens when WHS laws are breached — including fines and prosecution
- How to raise a safety concern through the right channels
Module 2: Construction hazards and risk control
This is the largest and most practical module in the CPCWHS1001 course. It covers the hazards most likely to cause serious injury or death on a construction site.
The hierarchy of controls is a central concept here. You learn the six levels of risk control in order of effectiveness: elimination, substitution, isolation, engineering controls, administrative controls, and PPE. Understanding this hierarchy is essential — and it comes up repeatedly in the assessment.
Specific hazards covered include:
Asbestos — How to recognise materials that may contain asbestos, why you must never disturb them, and who is legally authorised to remove them.
Silica dust — The health risks of respirable crystalline silica (RCS), how silica dust is created in common construction tasks like cutting and grinding, and the controls required to reduce exposure below legal limits.
Working at heights — Fall prevention and fall arrest systems, when edge protection is required, and the minimum height triggers for safety obligations under WHS regulations.
Electrical hazards — Safe exclusion zones around overhead and underground power lines, lockout/tagout procedures, and why all electrical work must be done by licensed electricians.
Confined spaces — What legally constitutes a confined space, the risks of oxygen deficiency and toxic gases, and why a permit-to-enter system is mandatory.
Plant and equipment — Safe operation, exclusion zones around moving machinery, and pre-start checks.
Manual handling — Correct lifting technique, risk factors for musculoskeletal injury, and when to use mechanical aids.
UV radiation — Sun exposure on Australian construction sites, the SunSmart guidelines, and PPE requirements for outdoor work.
Traffic management — Pedestrian and vehicle separation, speed limits on construction sites, and spotter requirements.
Module 3: WHS communication and reporting
Construction sites run on paperwork. This module covers the documents you will regularly encounter on site and how to use them correctly.
Safe Work Method Statements (SWMS) — You learn what a SWMS is, which high-risk construction activities require one, and what your obligation is as a worker before starting work covered by a SWMS. Signing a SWMS means you have read and understood it.
Material Safety Data Sheets (MSDS/SDS) — You learn how to read a safety data sheet for a hazardous chemical, locate the key information (hazard classification, first aid measures, PPE requirements), and apply it on site.
Incident reporting — The correct procedure for reporting a near miss, a hazard, or an injury. You learn who to report to, what information to record, and why reporting culture matters for site safety.
Safety signs — You learn the four standard sign categories used on construction sites: prohibition, warning, mandatory, and emergency. Knowing these cold is a basic site competency.
Module 4: Incident and emergency response
The final module covers what to do when something goes wrong.
You learn how to raise the alarm using the site’s emergency system, how to follow an emergency evacuation procedure, and when to call 000. You also learn the basics of providing assistance in a medical emergency — specifically that you should only administer first aid if you hold a current first aid certificate.
The module also covers your right to cease unsafe work under the WHS Act. If you genuinely believe that continuing work would expose you or others to serious risk, you have a legal right to stop — and you cannot be penalised for doing so.
The PPE practical assessment
In addition to the written knowledge test, every student completes a hands-on practical demonstration. Your trainer will ask you to correctly identify and fit a range of PPE items provided by the RTO.

You do not need to bring your own PPE. Everything is provided on the day, so you can focus on learning correct fitting, adjustment, and safe use.
The written assessment
The written test covers all four modules. Most RTOs use a digital format (tablet or laptop), though some still use paper. Questions are multiple choice and short answer.
There is no time limit. If you do not pass the first attempt, your trainer will review the incorrect answers with you and you can try again the same day.
The best preparation is completing the pre-reading your RTO sends before the course, and paying attention during the classroom component. Students who do both consistently pass first time.
